So the game has an in-game menu that allows English/French/Spanish
but it appears to be fully localized for German/Italian/Dutch aswell.
Setting your DS firmware to any of these pops up the
English/French/Spanish selector so no go that way.
The French locale has a different title (Cerebral Challenge) of which
there appears to be a French-only release coming out sometime in
February.
